In addition to choice of laws and government, the game also offers a technology tree. The latter, divided into several categories (Production, Military, Society). Each research not only unlocks new abilities, such as new production methods for your industries, or innovative types of production (glassware, canning, etc.), but also unlocks new political systems and new laws.
As you can see, Victoria 3 is an extremely dense and complete game, which requires a lot of attention and concentration, but above all, to really weigh the pros and cons when making the slightest decision/modification. With the game spanning a century, the slightest mistake can take years or even more than a decade to fix.
